The Dubai Government Human Resources Department (DGHR) has announced the adoption of the 'Workforce Productivity Measurement System' as a unified government-wide system following a five-year development journey.
The system now covers 32 government entities, providing a unified government framework for measuring workforce productivity and analysing the relationship between human resources, financial resources and government service outputs.
It includes the development of analytical tools and digital platforms powered by machine learning and advanced artificial intelligence.
The adoption of the system measures productivity, enhances the efficiency of government resource allocation, supports decision-making, and improves the quality of government services.
Its development began back in 2020, with a pilot phase involving a limited number of government entities.
During the project phase, the Workforce Productivity Measurement Steering Committee was established pursuant to Resolution No. (7) of 2023, contributing to the development of the methodology and strengthening government entities’ readiness for implementation.
The adoption of the system follows the order of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, under Executive Council Resolution No. (67) of 2025.
Abdullah Ali Bin Zayed Al Falasi, Director General of the Dubai Government Human Resources Department, said the system "supports the development of policies, enhances performance efficiency, and enables government entities to make more accurate, proactive and impactful decisions".
He added that the system "establishes a unified methodology that enhances resource allocation, improves the quality of services and supports sustainable institutional performance, in line with Dubai’s vision to build a more agile, efficient and future-ready government”.
