His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence, has issued a new resolution regulating the use of cameras by enforcement officers when documenting violations and carrying out judicial rulings in Dubai.
The move aims to strengthen transparency, accountability and professional conduct, while protecting individual rights and ensuring legal compliance through the use of technology.
Under the resolution, body cameras may only be used for official duties and recordings must be securely stored using encrypted systems to prevent unauthorised access or tampering.
The rules also prohibit recording in highly private locations, including homes, places of worship and changing rooms. Individuals must be informed when recording is taking place.
Officers are required to keep all recordings confidential and may only share them with authorised parties. The use of personal devices or unauthorised systems to copy, store or transfer recordings is strictly prohibited.
Government entities must provide specialised training before officers are granted judicial enforcement powers, including guidance on privacy protection, secure handling of recordings and legal responsibilities.
The resolution also outlines obligations for private companies working on behalf of government entities and requires all recordings to be stored and managed in accordance with Dubai’s electronic security regulations.
The new rules take effect from the date of their publication in the Official Gazette.
