Dubai has taken a significant step in strengthening child welfare and family wellbeing with the launch of the Dubai Child Protection Framework.
This initiative is part of the city’s commitment to creating safer, healthier communities, with child-focused welfare at the core of its social development goals.
Announced in conjunction with the Year of Community, the Dubai Child Protection Framework was approved in February by The Executive Council of Dubai, chaired by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, the UAE's Deputy Prime Minister and Defence Minister.
Aligned with the Dubai Social Agenda 33, the framework ensures every child in Dubai is protected and supported.
It introduces a set of initiatives prioritising child development while recognising the family as the key environment for nurturing and safeguarding children.
The framework also fosters collaboration among parents, communities and institutions to create a comprehensive child protection system.
The initiative spans from prenatal care to young adulthood (up to 21 years of age), providing support throughout childhood, schooling and into adolescence.
It includes key areas such as healthcare, education, mental health and career readiness for young people. Parents will also receive support through specialised training programmes to create nurturing environments for their children.
The framework includes the Dubai Child Protection Protocol for social case management and initiatives to train professionals working in child welfare.
Additionally, it supports the digital integration of child protection services for greater accessibility. Legislative reforms are underway to enhance governance and compliance with national child welfare standards.
With a focus on coordination, education and community involvement, the Dubai Child Protection Framework is set to strengthen child protection efforts across the city, ensuring every child has the opportunity to thrive.
Its implementation is driven by close collaboration among key government entities, including the Community Development Authority, Knowledge and Human Development Authority, Dubai Police, Dubai Public Prosecution, Dubai Courts, Supreme Legislation Committee, Dubai Health Authority, Dubai Corporation for Ambulance Services, Erada Centre, Dubai Foundation for Women and Children, General Directorate for Identity and Foreigners Affairs, Digital Dubai Authority, and Dubai Sports Council.
Beyond government agencies, the framework engages a broad network of professionals and service providers, including educators, healthcare professionals, social workers, non-profit organisations, volunteers, and centres supporting children of determination.
