Dubai Police has launched "Speak Out", a campaign that aims to raise awareness on women's protection rights and encourage reporting on abuse.
‘Speak Out’ highlights the protections guaranteed by Federal Decree Law No. 10 of 2019, which criminalises all forms of domestic abuse and ensures legal, social, and psychological support for those affected.
The campaign emphasises that seeking help is a legitimate right and that support is available with full confidentiality and professionalism.
The initiative is led by the General Department of Human Rights, in cooperation with the General Department of Community Happiness, as part of Dubai Police’s sustained efforts to promote legal awareness, strengthen protection mechanisms, and ensure that women are fully aware of their rights under UAE law.
It includes on ground and digital awareness programmes, educational content across social media platforms, and guidance on available communication channels.
These include the Women Protection Service on the Dubai Police smart app and website, the 901 contact centre for general enquiries, and 999 for emergencies, ensuring ease of access and rapid response.
Lieutenant Colonel Dr Ali Muhammrd Almatrooshi, Director of the Child and Women Protection Department at the General Department of Human Rights, stated that the "the initiative aims to build trust, encourage reporting without hesitation, and ensure swift, discreet responses that respect privacy at every stage."
He added that "through this campaign, Dubai Police affirms that women are never alone and that an integrated system of legal, humanitarian, and social support is always available."
Lieutenant Colonel Abdullah Al Huwaidi, Director of the Security Awareness Department at the General Department of Community Happiness, highlighted the role of society in supporting women and rejecting silence in the face of abuse.
He noted that "early reporting contributes to prevention and reduces long term psychological and social harm."
The initiative is held In line with the UAE’s designation of 2026 as the Year of the Family to ensure a safe and stable family environment.
