Higher education institutions in the UAE will begin a phased return to on-campus learning from Monday, under guidance issued by the Ministry of Higher Education and Scientific Research.
It will start with priority programmes that require clinical training, laboratory work or practical, field-based learning. Exams will also be held on campus, according to a circular issued to all higher education establishments.
Universities have been instructed to ensure strict health and safety measures are in place, including approved evacuation plans and a clear communication of procedures to students and staff. Teaching or training in open areas will not be permitted.
All other academic programmes will continue with distance learning until April 3, unless further updates are issued.
The ministry said each institution should implement the transition based on its own level of readiness, while maintaining close coordination with local authorities.
It added that universities remain responsible for ensuring academic standards are met, with student safety and wellbeing continuing to be the top priority.
The statement from the Ministry to the ARN News Centre read, "A circular has been issued to higher education institutions outlining the phased and gradual resumption of on-campus learning.
"Each university will implement this transition in line with its own procedures, and level of readiness, ensuring a flexible and context-specific approach.
"The health, safety, and well-being of students, faculty, and staff remain the top priority, and institutions are expected to maintain and monitor robust safety measures."
