Law enforcement powers will be granted to selected Government of Dubai officials as per a newly issued resolution.
His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance, and Chairman of the Dubai Judicial Council, has issued the resolution.
Dubai Municipality will activate the role of authorised officials through the ‘Eltizam’ application — a smart digital platform that allows both government officials and members of the public to monitor and document practices that may affect Dubai’s urban landscape in an organised and transparent way.
It forms part of ongoing efforts to strengthen smart monitoring and oversight systems, while encouraging residents to play a more active role in reporting and addressing negative practices.
The initiative also aims to enhance transparency and compliance with regulations, reinforcing a collaborative approach to building a modern and sustainable urban environment.
Director General of Dubai Municipality, Marwan Ahmed bin Ghalita, said that enabling community members to report negative practices through the ‘Eltizam’ app reflects the municipality’s commitment to innovative monitoring tools that promote compliance and responsible behaviour, while enhancing Dubai’s urban landscape and quality of life.
The Resolution also outlines the responsibilities of officials granted law-enforcement authority. These include enforcing legislation related to public cleanliness, identifying violations, collecting evidence, receiving complaints and preparing official reports in line with approved procedures.
Authorised officials will also be able to request police assistance when needed, engage experts or interpreters, hear statements from witnesses and complainants, conduct inspections, and access authorised locations to gather information related to violations.
Officials are required to carry out their duties with integrity, neutrality and professionalism.
